Province Directors & Circle Benevolent Boards
Each Circle Council shall appoint annually at its first meeting a Benevolent Board (the Circle Benevolent Board) which shall comprise three Members enrolled in that Circle together with the Director of the Province in which the Circle is included. With the exception of the Director (or the Director for Development Areas for Circles in those Areas), there shall be no ex-officio members of the Circle Benevolent Board. The name of the Chairman of the Circle Benevolent Board shall be notified to members of that Circle and be included in any printed list of the Circle Officers.
Circle Benevolent Board – Privileges and Obligations
(a) Members of the Circle Benevolent Board shall encourage all members of the Circle to be watchful for any Member or any dependent, (as defined by the Benevolent Fund), who may be in conditions of need, hardship or distress. The Chairman of the Circle Benevolent Board shall be informed of any such Member or dependent.
(b) The Circle Benevolent Board shall meet not less than once each year and otherwise as is required to consider applications for financial relief. Such applications shall be processed expeditiously and in the manner prescribed by the Benevolent Fund.
(c) All moneys paid to the Circle Benevolent Board pursuant to awards made by the Benevolent Fund shall be held in a separate designated bank account and shall remain the property of the Benevolent Fund until expended in accordance with the terms of the award. The Circle Benevolent Board shall act as the agent of the Benevolent Fund in the management of such moneys. Any such moneys not expended as aforesaid shall be repaid without delay to the Benevolent Fund
(d) In the event of a Circle ceasing to exist, all moneys held by the Circle Benevolent Board to the order of the Benevolent Fund shall be repaid immediately to the Benevolent Fund and the said designated bank account closed.
(e) All matters of benevolence shall be dealt with by the Circle Benevolent Board subject at all times to the overall requirement of complete confidentiality.

This alternative procedure allows a claim to be submitted through Director rather than through the Circle Benevolent Board.
